Quinn Signs Bill Addressing "Payroll Cards"

CHICAGO (AP) — Gov. Pat Quinn has signed a plan that gives workers who are paid with so-called payroll cards other payment options.

The cards work like debit cards. Workers can withdraw their salaries from ATM’s or make purchases with them.

However, Illinois Attorney General Lisa Madigan says her office received complaints about fees that were cutting into workers’ salaries. Some of the fees included $4 for monthly statements and $5 for inactivity. Her office’s investigation found minimum wage workers were among those affected.

The cards have prompted complaints and lawsuits elsewhere.

Quinn signed the plan Wednesday in Chicago. The law says employers have to give worker s other options of getting paid. The law takes effect January 2015.

The measure was initially opposed by some business groups.
