Swanson’s substitute teacher bill passes Illinois House

A bill introduced in February that aims to addresses the ongoing issue of a lacking substitute teachers pool has passed the Illinois House.

The bill, introduced by Alpha Republican Dan Swanson, was approved overwhelmingly 89 to 22 on Thursday and now moves to the Senate.

Swanson says his bill looks to change the rules regarding substitute teachers registering with regional offices to just the registering with the state.

“As a substitute teacher, this will allow them to substitute teach across the whole state of Illinois. Thus, providing more substitute teachers for the need we have in our school districts. Currently, if you register in one ROE, you must register in other ROEs for your license. This will allow for more substitute teachers throughout the State of Illinois – or at least the ability to expand their substitute teaching role.”

According to Swanson, some regional offices of education will not allow school districts to hire subs that had background checks completed by a different ROE.

This legislation is meant to streamline the whole process.

A lack of substitute teachers has been an ongoing issue with several districts in the area. District 205 raised the daily rate of substitute teachers last May in an effort to get more registered.
