Judge dismisses special prosecutor suit, Pepmeyer refusing to sign settlements

One of three lawsuits that were settled between the Knox County Board and State’s Attorney John Pepmeyer in June was dismissed in court Thursday.

A settlement agreement was reached for all three cases, but according to private counsel for the County Board, Jeremy Karlin, while Pepmeyer has performed his obligations under the agreements he has refused to sign the settlement documents.

Pepmeyer’s refusal was allegedly tied to his insisting the funds for an additional assistant state’s attorney be immediately transferred into his budget.

Judge Cavanaugh said the Board was only obligated to make sure the assistant state’s attorney was paid after hired.
Cavanaugh vacated the order for a special prosecutor and dismissed the case.

There are still two other cases between Pepmeyer and the Board that lingers.
Again, Karlin says that Pepmeyer has abided by a settlement agreement while refusing to sign settlement documents.

In the two outstanding cases, Pepmeyer refused to use an electronic time clock system in his office, and in the other, he promised raises to employees which the board says was in excess of his budget.

Pepmeyer didn’t respond to messages seeking comment.

Karlin is a candidate for Knox County State’s Attorney in 2020.
