Change Orders Lead To Bid Process Recommendation
At Monday night's Galesburg City Council budget work session, one thing led to another.

A discussion involving change orders - which are quote "frowned upon" by the Council - led to a discussion of bid history with contractors.

Change orders are completed when the costs of a project are above or below the bid price.

Fifth Ward Alderman Peter Schwartzman says the City doesn't have any documentation for bid history.

"If we had that knowledge, it would be a disincentive for companies, especially local companies, that wanted to further engage in government projects," says Schwartzman. "It would be a disincentive for them to add change orders."

If a bid and change order history is developed, it would allow the City to better discern contractors who are consistently above or below their bid.

City Manager Todd Thompson said he would look into the possibilities of developing a bid history.

The Council holds monthly budget work sessions to improve City function and adopt a budget in a more agreeable manner.
