Two Candidates for Governor Disagree on Recall
In the Democratic primary for governor, the two candidates disagree on recall.

A constitutional amendment will be on the ballot in November allowing recall of the governor. Gov. Pat Quinn is for it, while Comptroller Dan Hynes says there are unintended consequences that make it a bad idea.

For one, he says it will make governors make all their decisions based on how they will play at the next election, never knowing how soon that election will be. As it is now, governors have four years to establish a record, and if they run for re-election, voters can evaluate them on their record taken as a whole.

Second, he says it strengthens the influence of special interest groups, especially those with money, because they will be able to threaten to start recall campaigns whenever they don’t get their way.

Hynes says if a governor is accused or convicted of a crime, he can be impeached, but if he's just unpopular for making difficult decisions, the voters will get a shot at the next election.

The recall amendment needs 60 percent yes votes to pass and be incorporated into the state Constitution.
