Hynes Offers Own State of the State -- GOVERNOR'S ADDRESS LIVE WEDNESDAY ON WGIL
As Gov. Pat Quinn prepares to deliver his State of the State speech this week, his opponent in the Democratic primary for governor has his own.

Over the year since Gov. Rod Blagojevich was thrown out of office, "the state of the state has not improved," says state Comptroller Dan Hynes. "It's only gotten worse. More clouds, it seems, have rolled in."

Hynes cited as difficulties:
* A state budget deficit that has grown from $9 billion to $13 billion
* A backlog of bills worth $5 billion that the state lacks the money to pay
* A downgrading of the state's bond rating
* An unemployment rate that's over 10 percent
* Net job losses of 140,000 in 2009

Hynes says the removal of the old governor last year at this time presented an opportunity for ethical and political reform, but lawmakers and the governor accomplished little. He says people were rooting for Quinn, but Quinn struck out.
