Governor Candidates Have Other Ideas For Funding Capital Projects
If revenue from video gambling doesn't pan out, how else can the state pay for infrastructure?

Several of the candidates in the Republican primary for governor have ideas, recognizing that cities representing one-third of the state's population won't allow video gambling in taverns.

* State Sen. Kirk Dillard (R-Hinsdale) is eying the sales tax from gasoline. It currently goes into the state's General Revenue Fund like all other sales tax; Dillard says it should be dedicated to roads.

* State Sen. Bill Brady (R-Bloomington) says he would repeal the sales tax on gasoline, which he figures would produce more gasoline sales, thereby ringing up more motor fuel tax.

* DuPage County Board Chairman Bob Schillerstrom is for slot machines at race tracks. "That would create jobs and keep jobs in Southern Illinois," he said. "It's a more stable source of income" than video gambling.

* Businessman Adam Andrzejewski is for cutting the expenditures of the current capital program. It's projected at $31 billion; he would "hack it down" to $5 billion or $6 billion. He says the taxes associated with the program are bad for job development.
