Gov Still Wants More Reform
Gov. Pat Quinn isn't through pushing for political reform.

"This has to be a year of reform," he told lawmakers in his State of the State speech on Wednesday in Springfield.

2009 saw some modest reforms, including the first-ever limits on some campaign contributions, but it was a disappointment to many reformers who thought the environment was promising.

Quinn in favor of allowing voters to enact ethics and campaign finance reforms via petition and referendum. "We have to strengthen the voters," he said. "They're the ones who count. They're the ones who pay our salaries. They're the ones who pay the taxes. And I think having an ethics initiative, an initiative solely devoted to ethics in government and campaign finance reform, that is a very important need in our state of Illinois."

The governor is asking lawmakers to act by May to put such a constitutional amendment on the ballot in November.

The measure as envisioned by Quinn would apply to all levels of government -- local, county and state.
