State, AFSCME Reach Accord on Layoffs
State government layoffs have been stopped, at least for a year and a half. Gov. Pat Quinn and AFSCME, the largest state workers' union, have struck a deal to halt the threat of up to 2,600 layoffs, plus mandatory furlough days.

The deal includes cuts to contract-ordered pay raises, watering down demands for furlough days to "encouraged" un-paid days, and a promise to abandon layoff plans and facility closures for the short-term future. AFSCME executive director Henry Bayer says he's relieved that this is over. The layoffs of hundreds of prison workers have been in limbo because of an injunction, but that was about to expire.

Details of the deal include:

* Layoff notices to the Department of Corrections workers will be rescinded.
* No new permanent or temporary layoffs through June 30, 2011.
* No new facility closures through June 30, 2011.
* Pay raises of 2 percent for July 1, 2011 and January, 2011 will be cut in half, and will be re-instated June 30, 2011.
* Workers will be encouraged to take up to 10 furlough days, and will receive one additional paid day off for every two furlough days taken.
