Mark Kirk Talks About Hopes for Upcoming Congress
CHICAGO (AP) -- U.S. Senator Mark Kirk says he thinks the Congress should spend less money and lower deficits and taxes.

The Illinois Republican will be sworn in Wednesday to a full Senate term. He spent several weeks completing President Obama's unexpired term.

On Tuesday, Kirk said in a Chicago news conference he wants to allow short term extension of debt, giving conservatives opportunities to cut spending and debt. He also wants to reduce White House and Congress' spending by 15 percent, and reduce federal civilian hiring, pay and benefits.

The senator says he backs a presidential line-item veto and a balanced budget amendment. He says he hopes the new Congress is "much more fiscally responsible."

On another subject, Kirk said Chicago's O'Hare International Airport modernization project is key to creating Illinois jobs.
