Legislation Purposes Murderer Registry
(IRN)-A bill has been filed in Springfield that would keep tabs on those who served prison time for murder.

The bill, sponsored by State Representative Dennis Reboletti and State Senator John Millner, would create "Andrea's Law," named after Andrea Will, who was strangled to death in 1998 by her ex-boyfriend Justin Boulay, who was released from prison in November after serving only half of his 24-year sentence. Both were students at Eastern Illinois University.

The Internet database would identify those convicted of first-degree murder when the crime was committed prior to the June 19, 1998 truth-in-sentencing law. The registry would be maintained by the Illinois State Police, which would keep tabs on a convict's address for 10 years after his release.

"I would want to know if my next-door neighbor had committed murder whether it was Justin Boulay or not," said Michelle Felde, friend and former college roommate of Will's. "I think this would help a lot of families in the State of Illinois."

The registry would be similar to the state's current sex offender and child murderer registry.
