Madigan Sides with Quinn in Appointment Dispute
SPRINGFIELD, Ill. (AP) -- Illinois Attorney General Lisa Madigan is taking the side of Gov. Pat Quinn on whether appointees of the governor who haven't received Senate confirmation can continue to serve into the next General Assembly.

In an opinion dated Monday, Madigan said a nomination pending when the Senate adjourns a session does not expire with the adjournment.

Senate President John Cullerton contends salaried appointees to state jobs who haven't been confirmed by the Senate should be removed from the state payroll. Among the unconfirmed appointees is State Police Director Jonathon Monken.

Quinn contends the appointments carry over from one legislative session to the next.

Cullerton's office said the Senate will comply with the ruling. Spokeswoman Rikeesha Phelon says when the Senate reconvenes, the Executive Appointments Committee will schedule hearings on the nominees.
