Bill Sponsor Challenges Court Ruling
(IRN)-The sponsor of a bill declared unconstitutional has a simple explanation: the appellate judges are wrong.

State Rep. Lou Lang says it's incorrect to say the law, which sets up a $31 billion major construction plan paid for with sources that include legalized video poker and taxes on liquor and candy, is out of compliance with the "single subject" provision.

"I believe they have dramatically misread the single subject matter section of the Illinois Constitution, because these individual component parts, and individual small increases in revenue, were designed to pay for the bonds on the capital bill. It was all one plan, one program."

Lang says the "single subject" limitation is intended to protect the public from some out-of-control bill passed by a scheming legislature. This, he says, is not that.

The attorney general's office has vowed to seek a stay in the case, and Lang says he expects the Supreme Court to overturn the appellate action.
