Galesburg Aldermen Begin Budget Reform Process
The Galesburg City Council is mostly in agreement with a city recommendation to transition into a new type of budgeting system -- at least, new to them.

Aldermen during a work session Monday night were mostly agreeable to turning to what City Manager Todd Thompson calls a performance-based budgeting process -- basically budgeting for outcomes placing value on various city services and programs.

Thompson told aldermen one of the ways he wants to do that is by getting citizens more involved early -- at least by getting their view of those city services.

"I've recommended that we incorporate a citizen survey into our future efforts," Thompson said. "It's really, in my mind, sort of the bottom line for governments: are you satisfying to your residents? I think citizens ratings are important here."

Thompson also called for the updating of the city's Comprehensive Plan -- last updated in 1999. But aldermen cautioned that the public needs to know that it's a fluid document and can change.

Thompson recommends the city hire an outside firm to help with that -- despite the city's current financial woes.
