U of I Issues "Illinois Report"
Illinois senators and representatives have some new reading material as they return to the Capitol Wednesday. It's the Illinois Report, the third annual examination of state issues by the Institute of Government and Public Affairs at the University of Illinois .

The institute's director, Robert Rich, says he considers the report a direct message to lawmakers. He says the 2009 edition takes aim at specifics: workforce development as opposed to general education; and obesity as opposed to general health. Social issues such as segregation and the digital divide are addressed as well.

"Illinois has a real opportunity on two fronts," says Rich. "One front is to look at our whole policy-making process and trying to reform the way in which we make decisions and policy in Illinois. The second one is to address the major issues facing Illinois: the budget and the economy, education, higher education, child care, racial segregation, and a special two chapters on the digital divide."
