Quinn Reacts to Budget Troubles
Gov. Pat Quinn calls the $9 billion state deficit unprecedented. He made the comments Thursday in Chicago.

He says the state will dig out of the deficit, saying the people of Illinois will get the job done with hard work and sacrifice. He says his office is still trying "to get to the bottom" of how much is owed to hospitals and businesses across the state. Quinn says it's also time for the state government to tighten its belt, but he reminds lawmakers that there are still essentials that can’t be compromised such as public safety, health care and education.

When asked about an income tax increase, Quinn said he is not ruling anything out. He says he will present a blueprint to fill the states coffer’s at a March 18 budget address.

When asked if he was ready to make tough, unpopular decisions, Quinn says the people are looking for an honest leader -- one who "levels" with them, even when delivering un-welcomed news.
