Quinn Wants Borrowing, or Better Answer
Governor Pat Quinn delivered a short budget address in Springfield Wednesday.

While the governor gave few details on his full budget proposal, he did offer a challenge to lawmakers who might oppose a major part of his budget, an $8.7-billion borrowing plan.

"Now if you don't agree with out debt restructuring plan, tell us which payments you would eliminate to pay $8.7 billion in overdue bills today, which programs?"

74th District Republican Representative Don Moffitt says he wouldn't be opposed to borrowing, if it is done the right way.

"I would point out that when we're late on payments, we are borrowing. We're borrowing from schools, from hospitals, from nursing homes, from doctors, from pharmacies, from social service agencies, any provider or vendor for the state that isn't paid, we're borrowing from them. Now I don't want to borrow money and spend it on new programs, I would only consider borrowing if it was just to pay down the bills, pay for existing programs."

Moffitt adds that deeper cuts would likely need to occur in order for him to support any borrowing. He says the governor did a good job pointing out the state's major problems, but now lawmakers are left to find the solutions.
