Interest Group: Quinn's Capital Plan Needs Work
The governor's proposal for a capital program for transportation is insufficient, according to a consumer group.

The Transportation for Illinois Coalition, a business and labor group, says the state's transportation infrastructure needs are $22.5 billion over five years. Brian Imus of Illinois PIRG, a consumer group, says the governor's capital plan offers only $3.8 billion in new money -- $2.3 billion for roads and $1.5 billion for transit. He says the governor's attempt to portray his proposal as somewhere greater than $13 billion depends on including existing transportation funding and transportation funding from the federal economic stimulus program. Imus characterizes this as "fuzzy math."

Imus says his group favors repairing current roads, but not building new ones. He says the demand for transit is growing, and some of the federal stimulus money should be shifted into transit. The stimulus program gives Illinois $1.4 billion for transportation, of which $414 million is allocated to transit.
