Accused Murderer Wants Bond Reduced
FIRST REPORTED 3:00pm 3/9/10 The Monmouth man accused in a 12-year old murder but not arrested until last month will find out next week if he has a better chance of getting out of jail.

56-year old Tommy Richardson was in Warren County Circuit Court for a brief hearing Tuesday morning -- his first since Public Defender Tom Siegel was appointed last week to represent him.

During the brief hearing, Siegel told Circuit Judge Paul Mangieri he wants to schedule a hearing so that a reduction in Richardson's three-million dollar bond can be considered.

Mangieri approved that, and set it for next Tuesday at 11 a-m.

Richardson was arrested in late-February, after a grand jury indicted him on two counts of first-degree murder for the late-June 1998 death of a girl authorities say Richardson was in the process of adopting -- three-year old Kayla Richardson.

The girl was allegedly found in a bedroom at the family home with a plastic bag wrapped around her head.

The case was re-opened last May, authorities say, as part of a normal review of cold cases.

None of Tommy Richardson's family members or cab company co-workers were in court for the brief hearing, and it's not clear what Siegel would ask that Richardson's bond be reduced to.
