Quinn Budget to Mean Painful Choices for Illinois -- LIVE COVERAGE WEDNESDAY ON WGIL AND WGIL.COM
SPRINGFIELD, Ill. (AP) -- Gov. Pat Quinn plans to propose a budget that would keep Illinois government afloat mostly by borrowing money and letting bills go unpaid.

But his aides hinted Tuesday that Quinn might also discuss raising taxes as an alternative.

The Democratic governor delivers his budget address at noon Wednesday.

In the past, he has embraced income taxes as part of closing a $13 billion deficit.

But when Quinn aides briefed legislators and reporters, they said Quinn's budget doesn't include a tax increase. Instead, he wants to cut spending by $2 billion and fill the rest of the gap by borrowing money and not paying what the state owes to businesses and charities that serve the needy.

Quinn's aides also made clear he will have more to say on how to increase state revenue.

Governor Pat Quinn gives his budget address Wednesday in Springfield. You can hear live coverage on WGIL and WGIL.com starting at 12 noon. We'll also have live reaction immediately following the speech.
