Lawmakers' Reaction Mixed on Quinn Budget Plan
SPRINGFIELD, Ill. (AP) -- Gov. Pat Quinn's proposal to raise the Illinois income tax is getting mixed reaction from lawmakers.

Republican leaders say raising taxes by one percentage point is unacceptable, even though the money would be earmarked for schools. They say pension, Medicaid and other government reforms need to happen before a tax increase.

Even Democratic House Speaker Michael Madigan didn't seem optimistic, saying Illinoisans don't want a tax increase.

Democratic Senate President John Cullerton was the most encouraging. He supports the proposal.

Quinn has proposed raising the income tax rate to 4 percent to avoid cutting $1.3 billion in education and to pay overdue money to schools.
