Green Party Gov Candidate Has Budget Ideas
Rich Whitney, the Green Party candidate for governor, has a new idea for raising money for state government: tax financial transactions, like those that occur at the Chicago Mercantile Exchange and the Chicago Board Options Exchange.

Whitney says a "miniscule" tax on such transactions would reap about $4.7 billion dollars. He says that, coupled with $7.3 billion from an income tax increase, would help the state shore up its fiscal house and provide new programs. Whitney says any income tax hike would have to come with help for low-income taxpayers.

The candidate says 2010 will be the Green Party's turning point, saying voters are not impressed with the plans of either Democratic Gov. Pat Quinn or the Republican candidate, State Sen. Bill Brady (R-Bloomington).
