Quinn Has No Tax Increase Back-Up Plan
Gov. Pat Quinn is counting on state lawmakers to pass a 1 percentage point tax increase for education, even though legislative leaders have said it's not going to happen.

The governor says he's working on persuading lawmakers, and notwithstanding evidence to the contrary, he believes he'll get this passed, even with an election coming up.

"I do not want these kids, or any other boys and girls anywhere in Illinois, wherever they live, to lose out because adults in the legislature don’t want to take on the most important duty they have, which is to vote on bills that affect the common good, and to vote on them before the election. That's what democracy is, accountability," he said.

Quinn made his remarks to reporters after addressing 5- and 6-year-olds in an elementary school library in Chicago.

Quinn believes there will be a vote on his plan, though he's not surprised it hasn't happened in the week since he proposed the tax increase. House Speaker Mike Madigan (D-Chicago) says the public does not want a tax increase.

Quinn was asked whether he has a "Plan B," and he said no -- either the tax increase is enacted, or education gets cut by $1.3 billion.
