Illinois Policy Institute Makes Up Own Budget
There's a state budget proposal in print that doesn't call for a tax increase -- but it doesn't come from any of the candidates for governor.

It comes from the Illinois Policy Institute, a free-market think tank, which makes cuts about $3.7 billion bigger than the governor proposes in higher education, health and human services, public safety, economic development and government services. It also cuts $1 billion in state aid to municipalities.

The budget starts with a revenue projection of $27 billion, and immediately pays $5.6 billion into pension funds, leaving over $21 billion to play with.

The budget doesn't deal with the projected $6 billion in past-due debts.

It leans heavily of getting wage and benefit concessions from state workers, to the tune of $900 million. Director John Tillman says that's a necessity, and unions will have to participate.
