Bond Reduced in Monmouth Man's Murder Case
POSTED 2:50pm 3/16/10 A Warren County judge says he doesn't think a man charged in the 1998 murder of a young girl he was believed to be in the process of adopting would flee the area, but he says the crime he's accused of committing is still serious.

Judge David Vancil Monday okayed lowering the bond set in the murder case of 56-year old Tommy Richardson, but lowered it not nearly as much as Public Defender Tom Siegel had requested.

Siegel requested lowering the $3 million down to $50,000, but Vancil lowered it to $750,000.

Siegel argued that he's successfully requested lowered bonds in other Class-X felony cases, though he admits none were as serious as this.

Siegel claimed he's also so far received no evidence from the prosecution.

Warren County State's Attorney Albert "Chip" Algren argued that he believes Richardson is minimizing the grand jury proceedings that led to the late-February indictment on two counts of first-degree murder for the late-June 1998 death of three-year old Kayla Richardson due to suffocation.

Algren said he believed the $3 million bond was appropriate.

Vancil says despite the businessman's family ties to Monmouth and Alexis, there is still a greater risk of a suspect fleeing in such a serious case.

Richardson will be arraigned Thursday afternoon at 2:15, though Siegel said he believed his client would be pleading not guilty.
