Group Says Quinn's Budget Not Balanced
The state budget proposed by Gov. Pat Quinn is not balanced, as required by the Constitution, according to an accounting group.

The budget isn't balanced because it borrows to make ends meet, defers bill-paying and doesn't make adequate payments into pension funds, says Sheila Weinberg of the Northbrook-based Institute for Truth in Accounting.

She recognizes the difficulty in balancing the state budget, but says that's no excuse to lie. She says the public should be told how much the budget is out of balance and how much debt the state is incurring.

Weinberg estimates state pension debt at $98 billion, which doesn't show up on the books anywhere.

The state comptroller has for the last five years declared the state budgets didn't meet the balanced budget requirement.
