"Judges' Amendment" Fails to Pass
What do the requirements to be a judge have to do with the way Illinois re-draws its legislative map every 10 years? Nothing -- unless you are counting constitutional amendments voters can see this November.

The General Assembly can pass no more than three proposed amendments for any one election. There is already one on gubernatorial recall, and others are in the hopper. Minority Republicans in the House are afraid so many will pass that it will pre-empt their attempts to get a "Fair Map" amendment on the ballot.

Tuesday, Speaker Mike Madigan (D-Chicago) presented a proposal to require a lawyer to hold a law license for at least 10 years before he or she can become a judge. He and other Democrats dismissed the Republicans’ skepticism, though all of the Republican members voted "no" or "present."

It didn't pass, collecting 67 of the required 71 votes. Madigan reserved the right to call it again, and still more amendments are expected.

HJRCA 57 failed to pass the House, 67-21-27.
