Lawmakers Want to Ban Dog Tethers
The Illinois Senate Agriculture and Conservation Committee thinks dog owners should be more humane. It passed a measure that would make some uses of dog tethers illegal. The bill, offered by Senator Linda Holmes (D-Aurora), says she's seen too many cases of people tethering their dog with a short lead, only to leave the dog there for days on end.

The plan would make it a Class B misdemeanor to use much less than a 10-foot lead, use a tow or log chain, tether an injured or sick dog, or tether multiple dogs on one lead. Owners would have to use a collar or harness, and provide shelter if the dog's tethered overnight. If an owner were caught illegally tethering a dog a second or subsequent time, he or she would face a Class 4 felony.

Holmes says it wouldn't affect a dog tethered for hunting, training, working, or competing purposes. This measure now goes to the full Senate, and would then have to pass the House.
