Expert Says Buget Address Wednesday Could Be Make-or-Break for Quinn -- LIVE COVERAGE ON WGIL AND WGIL.COM
Gov. Pat Quinn will deliver a budget address to state lawmakers this week, and it better be good.

David Yepsen, head of the Paul Simon Public Policy Institute at Southern Illinois University, says the governor has an opportunity and a responsibility, now that he has won the primary and as a leader of the Democratic Party, which controls Springfield.

Yepsen says if Quinn gives a meandering performance like the State of the State he delivered in January, it will hurt him politically, but if he honestly addresses the state's predicament, the public will respect him for it.

The state faces a $13 billion budget deficit, and Yepsen says both political parties are in denial about how serious this is. There's an election coming up featuring the governor vs. a sitting state senator, so there's a serious budget problem and a political context.
