Scandal-Scarred Board Getting a New Chairman
A scandal-scarred state board is getting a new chairman.

The Health Facilities Planning Board approves hospital expansion projects, and was involved in a scandal in which board members approved projects only if a certain construction contractor was engaged. That contractor then paid kickbacks to the corrupt board members.

Today, Gov. Pat Quinn appointed Dr. Quentin Young as chairman, saying Young, 85, is a man of "unquestioned integrity."

Young is a retired doctor, formerly Quinn's personal physician, and formerly the physician for the Rev. Martin Luther King. Quinn and Young walked across Illinois from Rock Island to Chicago together in 2001 to call attention to the need for health care reform. Their walk took 15 days.

Young says keeping the board honest will be a challenge of this appointment.

The board member who went to prison in the kickback scandal, Stuart Levine, was appointed by Gov. George Ryan and re-appointed by Gov. Rod Blagojevich.
