Governor's Reform Commission Results
The Illinois Reform Commission has handed to the governor and state lawmakers its 88-page blueprint on how to clean up state government. Chairman Patrick Collins says the recommendations target six key areas:

Campaign finance

Procurement

Enforcement

Government structure

Transparency

Inspiring better government.



This is the 100-day report that the commission promised when it was created by Gov. Pat Quinn in January, when Quinn was lieutenant governor. It calls for "real time" reporting of campaign donations, disclosure of "bundlers" who collect money from other donors, contribution limits of $2,400 for individuals and $5,000 for political committees, and a ban on donations from lobbyists and trusts.

One recommendation asks for a constitutional amendment to limit the time that legislative leaders could serve in that position. According to the report, leaders would be restricted to 10 years in one leadership position, and 14 years total in multiple leadership positions. Collins says the commission is not calling for that to be retroactive, so it wouldn't count years already logged in leadership.

Collins says it's now "gut check" time, and that it,s up to lawmakers to decide what to so with the recommendations.
