Can Illinois Afford to Pay Tax Refunds?
Thursday is income tax deadline day. Does the state have the money to pay tax refunds?

In years past, the state would appropriate cash to pay refunds, and sometimes the appropriation wasn't enough, forcing the broke state to delay refunds. Now, this is no longer a problem: The Department of Revenue skims money from every income tax withholding payment to create a refund fund, which constantly has money coming in. So far, the state has resisted the temptation to sweep or borrow from that fund.

Department of Revenue spokeswoman Susan Hofer says it can take up to 15 weeks in processing time if you file by mail and want a refund check. If you file on-line and get direct deposit, the refund will come a lot sooner.

Hofer says about 2 million returns will be filed Thursday, 60 percent of them on-line, so the tax.Illinois.gov web site could be slow at times.
