Civic Federation Drops Tax Hike Support
A public policy group says it no longer backs the income tax hike proposed by Gov. Pat Quinn.

The Civic Federation says it has dropped support of an income tax increase because state government isn't doing enough to reign in spending.

The governor insists the state has been cutting back. He touted "historic" pension reform as a commitment of the state to trim the fat. "I don't know what they're looking at," Quinn said. "We enacted the furthest reaching public pension reform law of any state of the union in the history of the United States."

Laurence J. Msall, president of the Civic Federation, says the pension reform was a significant step in the right direction, but notes it addresses only future hires and does nothing to address the current pension liability.

Msall says the Civic Federation no longer supports Quinn's Fiscal Year 2011 budget proposal, which relies heavily on borrowing.

Quinn says he is still in favor of an income tax increase of 1 percentage point to help fund schools, colleges and universities. He wants lawmakers to pass the tax before the end of legislative session, which is scheduled for one week from Friday.
