Mayor Says Springfield is Both Stable and Fragile
SPRINGFIELD, Ill. (AP) -- Mayor Frank Edwards is describing the state of Illinois' capital as "stable at best, fragile at worst."

Edwards, who is about to leave office after four months as mayor, says Springfield must restore its nearly depleted cash reserves in case of an emergency.

Springfield's aldermen chose Edwards to serve the remainder of the late Mayor Tim Davlin's term.

In his state of the city address Monday, Edwards said the city cannot make commitments it can't keep, and must start saving whatever extra money comes its way.

Mayor-elect Mike Houston also gave his take on the city's future, repeating a pledge to redo the city's budget within 30 days.

Edwards says Springfield's $108 million spending plan is balanced and could result in a surplus. But increasing fuel costs could shrink it.
