Senate Approves Treasurer, Comptroller Consolidation
(IRN)-The Illinois Senate has approved a measure that would combine the offices of comptroller and treasurer into one single office: the comptroller of the treasury.

State Treasurer Dan Rutherford and Comptroller Judy Baar Topinka campaigned together on the idea last year, which they estimate could save the state $12 million a year.

Rutherford says there's no longer a need for the two separate offices, which were created by the 1970 Constitution. The comptroller was created as somewhat of an auditor, one who could keep the state's finances in check. But that job now belongs to the auditor general.

"We've got so much electronic and computerization to cross reference numbers," Rutherford says. "Back in the days of Orville Hodge, he was still using typewriters, pieces of paper and pencils."

SJRCA13 requires a three-fifths vote to pass both chambers; it passed the Senate unanimously. Once both chambers sign off, the question will appear on the November 2012 ballot. Candidates would then run for the new comptroller of the treasury in November 2014.
