More Legalese to be Worked Out in Orpheum Energy Contract
The governing body for the Orpheum Theatre in Galesburg is looking at dividing up or paring down a proposed heating and air conditioning overhaul among other things, but that's even as negotiations continue with the firm that will be tasked with overseeing the work to begin with.

Theatre President Kate Francis told the Knox County Civic Center Authority Board recently months after the board okayed entering into an energy management contract with Johnson Controls, the contract still hasn't been signed.

The reason? Francis says it's the same as the last couple months: theatre attorney Doug Mustain is working on re-writing the contract.

"Incorporate into the contract all of the language that needs to be represented that covers us in terms of American Recovery and Reinvestment Act, as well as the city being the fiscal agent for our Western Illinois Regional Council grant," Francis said. "We also have to incorporate language that mirrors and encompasses their bidding requirements and their construction requirements."

The city recently entered into a redevelopers agreement with the Orpheum in exchange for Tax Increment Financing District money. The Western Illinois Regional Council got the theatre more money through federal stimulus funds.

No word on when the contract may finally be complete.
