Lawmakers Tackle Budget Woes
(IRN)-"Everything is on the table," says one of the people responsible for helping to solve the financial puzzle at the statehouse in Springfield.

State Representative John Bradley (D-Marion), chairman of the House Revenue and Finance Committee, says he and other lawmakers will do the best they can to spread the burden around, paraphrasing the famous quote that "from whom much is given, much is expected."

Bradley says one sticky point is that such incentives as enterprise zones and tax increment finance districts are not always popular with the public; yet if Illinois does not use them to lure and/or keep businesses, other states still will.

Bradley also hints that broadening the tax base to, for example, add services to the list of purchases incurring a sales tax would be very difficult to do politically. He says a problem with the tax structure is that when the sales tax was implemented, 70 percent of the state's economy was goods, and 30 percent was services. Now, he says, that's reversed.

The next fiscal year begins July 1. The legislature is scheduled to adjourn May 31.
