District-205 in a Tiff Over TIF's
The Galesburg School Board is sending a message to the Galesburg City Administration and the City Council: Talk to us first next time, not last.

At issue is the city's proposed redevelopment agreement of a Tax Increment Financing District, so that it benefits the under-construction housing complex for Carl Sandburg College students at the site of the old Regency hotel.

District-205 board members voted Monday to urge the district's representative on the city's Joint Review Board to vote against the agreement.

District Superintendent Gene Denisar says it's clear the redevelopment agreement is coming too late.

"The process is out of sync," Denisar said. "(With) the construction program, it's not necessary that a TIF be issued. They're already building. They're going to be done before it's acted on."

"There should have been a review by the advisory committee up front, before the project ever started."

What's more, the district takes issue with the fact it's a residential TIF district, and that there could be more of the district's students living in the complex than the agreement speculates on, who would go to Gale Elementary School.

The district doesn't get any property tax money from the complex if it's in a TIF, and they claim a dollar amount to compensate for that isn't enough.

The School Board Monday night also approved nearly seven-million dollars in work to be done at Lombard Middle School as part of the Master Facilites Plan.
