Joint Review Board Okays TIF Plan
The vote to approve a redevelopment agreement that will affect one of the city's Tax Increment Financing Districts was anticlimactic.

The City's Joint Review Board Wednesday approved the deal affecting the new apartment complex for Carl Sandburg College students still under construction. There was no discussion on the agreement, and as expected, the Galesburg School District cast the lone "no" vote.

After the vote, Galesburg Mayor Sal Garza said the Joint Review Board meets only once a year, so this was about the only time the vote could take place, despite District-205's assertion that the vote should have come before construction began.

"If we have a substantial project much like what we discussed today, with the redevelopment of their TIF-3, that that might be the catalyst to say let's not wait until the annual review meeting,"Garza said. "Let's go ahead and part that out, let's go ahead and address that."

"So part of this really has been the learning experience, and we want to make sure we apply that learning."

Garza says the developer of the C-S-C apartment complex wanted to get plans in place and going before winter started and construction had to stop, but the mild winter led them to go ahead with more work.
