Illinois Budget Negotiator Confident of Agreement by End of May
With a little more than two weeks left in the spring legislative session, state lawmakers are anticipating Governor Pat Quinn's "doomsday budget."

The governor reportedly plans to release a budget to show citizens and lawmakers how gruesome the spending cuts would be with a projected $11 billion to $12 billion budget deficit and no income tax hike.

Senator Donne Trotter (D-Chicago), the Senate Democrats' budget negotiator, says it's not unusual to have varying budget proposals out there. But State Senator Matt Murphy (R-Palatine), also a budget negotiator, says the real "doomsday budget" was in Quinn's budget address, since he says an income tax hike would mean lost jobs.

They expect that budget talks will be more civil and productive, and hope it's possible to pass a huge building and construction plan to stimulate the economy. Both Trotter and Murphy say they're hearing good things out of budget talks between the leaders and the governor about such a capital plan.
