Bill Stalled That Would Change Facility Closings
One of the many ways former Gov. Rod Blagojevich angered lawmakers and the public was to try to close various state facilities. But one of the bills aiming to water down the governor's powers has stalled. That's because some advocates for the disabled say some places ought to be closed. The highest-profile example now is Howe Developmental Center in Tinley Park.

The bill, sponsored in the House by State Rep. Al Riley (D-Olympia Fields), would require a joint resolution in the General Assembly to approve the governor's actions if a facility the governor is trying to close has been funded for the fiscal year.

Another concern for lawmakers was whether the bill allows the legislative branch to step on the executive branch's powers. A House committee, which heard from representatives of the Illinois Council on Developmental Disabilities, Equip for Equality, and United Cerebral Palsy of Illinois, failed to pass the measure.

S.B. 327 failed in the House Executive Committee.
