Madigan Wants Caps on Political Party Contributions to Candidates
Illinois House Speaker Michael Madigan (D-Chicago) and Senate President John Cullerton want caps on how much money state political parties can push out to individual candidates. On the public television program "Illinois Lawmakers," the two said they are moving in the right direction on this part of an ethics package, but warn against setting such caps too low.

Cullerton says when he ran for Congress, he had to abide by similar federal limits, and says low caps could hurt challengers and therefore help incumbents. Madigan says low caps would usurp too much of the purpose of state political parties. He says if the party can't help candidates, "What is it there for?"

The idea of caps on transfers was pushed by Gov. Pat Quinn's Illinois Reform Commission.

Both Cullerton and Madigan are also praising Quinn for pulling back a little on the income tax hike plan. Quinn has decided to loosen his demands for tax breaks for low-income families, which Madigan and Cullerton say show Quinn is being realistic.
