Ethics-Related Bills Pass Legislature
It must be close to May 31, given all of the action at the State Capitol these days. The Illinois House Wednesday passed bills revamping the troubled Health Facilities Planning Board, strengthening the Freedom of Information Act, and sending $2 billion to state pension systems.

The planning board issue has been a hot one, with corruption linked to associates of indicted former Gov. Rod Blagojevich. The pension funding bill made so many representatives uncomfortable that 14 voted present. The Freedom of Information bill would enact civil penalties on those who violate the act and make it easier for the public to get information about government.

A provision to allow the recall of elected officials will be debated in committee Thursday.

The near-daily Republican complaints of ruling Democrats stalling republican bills focused Wednesday on a resolution urging U. S. Sen. Roland Burris (D-Ill.) to resign. The debate featured State Rep. Ron Stephens (R-Greenville) reading the newly-released transcripts aloud, in a falsetto voice.

SB 189 (Freedom of Information Act) passed the House, 116-0.
SB 1186 (pension funding) passed the House, 102-0-14.
SB 1905 (Health Facilities Planning Board) passed the House, 92-23-1.
HR 92 asks U. S. Sen. Roland Burris (D-Ill.) to resign.
HJRCA 31 is the recall amendment.
