House Approved Recall Amendment Saturday
The chance to recall the governor is closer to being an option for Illinoisans. The Illinois House Saturday sent the Senate a proposed constitutional amendment which some representatives say is flawed.

One of the biggest criticisms of the amendment is that a recall drive would first require the approval of 30 lawmakers -- from both chambers and both parties. The amendment's sponsor, State Rep. Jack Franks (D-Woodstock), called the requirement "ingenious," saying that part of it was Gov. Pat Quinn's idea.

Someone wanting to initiate a recall would have to get those legislators' signatures on an affidavit, then -- in 150 days -- get signatures from 15 percent of those voting in the last gubernatorial election.

If the Senate approves -- Quinn has already indicated his support -- voters would decide in 2010 whether to add the recall amendment.

HJRCA 31 has passed the House, 109-6-2.
