Illinois Lawmakers Go Home Without New State Budget Agreement
It's over, for now. The Illinois House and Senate will be out until further notice as lawmakers failed to put together a budget that even comes close to raising the money needed.

While the Senate approved an idea to delay a pension payment, the House instead took up bills to borrow billions of dollars - and to make billions in budget cuts. Both failed.

House Speaker Mike Madigan said it's clear there is unfinished business and said everyone will have to come back for a day or two. He did not say when.

State Representative Jay Hoffman raised his voice to a scream in demanding where the Republican ideas are: "We're waiting! We're waiting!"

State Representative Ron Stephens says the blame lies with one man in particular, and he's not a Republican: "Madigan in Wonderland."

State Senator Bill Brady simply cited "incompetence on the second floor," where Governor Pat Quinn's office is. Brady is running to take Quinn's place in November.

S.B. 3514 (borrowing for pensions) failed in the House, 59-57-1. (needed 71)

S.B. 1211 (budget cuts) failed in the House, 15-99-2.

H.B. 543 (delaying pension payments) passed in the Senate, 31-26
