Quinn Wants Property Tax Reform Pushed in Last Week of Session
Gov Pat Quinn wants to push through some property tax reforms in the waning days of the legislative session this week in Springfield.

The governor is proposing the Homeowners Property Tax Relief Initiative of 2010, sponsored by State Rep. John Bradley (D-Marion).

Provisions of the bill:

* It would create the opportunity for citizens in each county to establish taxpayer action boards, which would represent residential taxpayers on issues including property tax and assessments.

* It would extend by one year the $20,000 homestead exemption, which is due to revert to $5,000. This would apply in the handful of counties that have opted or will opt to adopt this. This shifts the overall property tax burden from residential property to commercial, industrial and agricultural property. House Speaker Mike Madigan (D-Chicago), who has a law practice representing commercial property owners appealing their assessments, has not been in favor of this.

* It would require that certain information that would help taxpayers appeal their assessments be included on assessment notices and tax bills.

The governor, in announcing the proposal on Sunday at the Thompson Center in Chicago , said he expects to be able to get the General Assembly to pass this "this month." The General Assembly has published an adjournment date of Friday (May 7), but it is not known if they will meet that goal.
