Study: Kids Don't Read Above Third-Grade Level
Kids must be better at reading to get ahead in school and everywhere else in life, according to a new "Kids Count" study that examines the number of children who are proficient in reading by the time they finish third grade. The report says two thirds of Illinois children are not making that grade.

Voices for Illinois Children, like other Kids Count programs, is funded by the Annie E. Casey Foundation. Voices president Kathy Ryg says fourth grade is when children should have already "learned to read" and are now "reading to learn."

While Illinois has succeeded in having a large number of children enrolled in pre-school, financial and social problems have beset many parents. The report, "Early Warning! Why Reading by the End of Third Grade Matters," recommends strong early-childhood education; parental support; bolstering low-performing schools; and improving attendance.
