Borrowing to Balance Budget Still Up in the Air
Not enough state lawmakers have the political stomach to agree to $4 billion in borrowing. The latest House Democratic plan to shore up next year's budget would be another pension borrowing scheme, and it needs 71 votes to pass. It got only 61 on a preliminary vote Wednesday night.

House Majority Leader Barbara Flynn Currie (D-Chicago) says if 10 members of the House do not change their minds, it'll have to be "back to the drawing boards." She pointed out during Wednesday's debate "there is no appetite" for either a tax increase or for the cuts that would have to be made to declare the budget balanced.

S.B. 3514 awaits a final vote in the House.
