Quinn: Proposed IL Budget "A Good Blueprint"
SPRINGFIELD, Ill. (AP) -- Gov. Pat Quinn is optimistic a budget without threatened cuts for education but requiring state workers to take additional days off without pay will quickly work its way through the Illinois Legislature.

Quinn met with House Democrats for more than three hours Friday. The Chicago Democrat says a cigarette tax increase would get revenue for education.

The budget doesn't contain the income tax increase Quinn wanted or borrowing to make a $3.7 billion payment to government pension systems.

Officials will have to figure out in January how to come up with that money.

The Senate has passed the budget. It awaits House action.

Instead of spelling out how much money each government program gets, the proposed budget would let Quinn make decisions on where to cut.
