Knox County Board Votes to Release Special "Audits" -- DOWNLOAD THE REPORT HERE

It took less than fifteen minutes for the Knox County Board to decide that a document that took a year to produce will be made public.


The Knox County Board in a special meeting Tuesday night voted unanimously to release the results of the special audit of the finances of the Sheriffs Department and State's Attorney's Offices from December of 2003, to the end of November of 2006. The documents state, however, that an audit was not done; rather, "applying agreed-upon procedures."

Knox County Board Chairman Allen Pickrel tells WGIL there were plenty of misconceptions about how the documents could be released, and if they should have just been released automatically. "I was hearing from the public, 'Just release it. Just release the audits'," Pickrel said. "There was a process. It wasn't that easy. These audits were done for the Knox County Board itself, and for the law enforcement agencies. So, to release them, it had to go through the Knox County Board, and I had the okay by the law enforcement agencies to release them."

Pickrel says many of the recommendations for change listed in the document by Moline-based Carpentier, Michell, and Goddard have already been completed, but he says there are others that still need to be implemented.

Allegations of financial mismanagement were leveled against former State's Attorney, now Judge Paul Mangieri, and former Sheriff Jim Thompson, as allegations of sexual harassment were made against current State's Attorney John Pepmeyer.

It's not clear when, or if, any criminal charges or other sanctions might be filed. The document does not contain any indications of serious wrongdoing.
